Who sets the permissions?

The primary user of the account sets permissions for user access authority to Payments, Employee Deposits, Tax Payments, Express Payments, Admin Tools, and Reports. The primary user may also set permissions for some users to setup access authority. Access limitations are up to the primary user. Even though some questions explain how to use a feature of the account, you may not have access to that feature.
